(F1) Formula One Teams to have Budget Cap Starting in 2009

... in (FIA President Max) Mosley’s (2009 season budget cap) plan, major areas of expense would fall outside of the new limitations, including engine costs, marketing, and driver wages....more radical cost-cutting measures, like wind tunnel bans, could go into effect.... also reaffirms that the 10-year ban on engine development reported a few months ago, has been softened to a five-year stint. That means that while work on current engines is forbidden, development on powerplants for the 2013 season should begin within the year.

Wow. The engineering, automotive technological playground that is F1 is getting a "time out" for overspending.
