We have that issue here in CO. Lots of lights were replaced with the fancy LED ones. Ice and snow don't melt. Now they are looking at either replacing them with the old ones or installing new 'fancy' (ie: expensive) heating elements.

As many years as LED lights have been around, you'd think somebody would have noticed that long before installing thousands of them.
